Just one problem. None of the buildings in the video look remotely like what I expect to see in New Eden. Not enough gold, so it can't be Amarrian. Not dull-looking or muted enough in color, so it can't be Caldari. No rust in sight, so it can't be Minmatar. Could be Gallentean but I don't see Quafe being advertised.

All of the technology they use has been "found" from one point or another, they didn't really develop it themselves. No doubt, that only the elite of the elite get to live in cities that are so open and under populated. But those cities would be HEAVILY engineered to fulfill a certain architecture style. Most of the planets are war-zones caused by the masses of mini corporations vying for property and sales presence. You have to remember that unless it is one of the core home worlds, the governments really couldn't care less what happens on them.
As mentioned before, the only lands that would have such open architecture would be for the highly wealthy... which would mean a massive selection of personal armadas circling the planet ready to intercept even the smallest bug that would try an uninvited landing. If combat did happen to take place on the ground, there would have to be more crashed ships than buildings littering the landscape.
In terms of modern inhabitants of New Eden, you're correct. But in terms of human history from the moment we first drew animals on cave walls back on Earth to the moment Dust Mercenaries and Eve Capsuleers dominate the cluster in New Eden, we have developed the technology ourselves. We just had to relearn it.
PS: Back on earth, it was believed that the first computer was developed during World War II. But archaeologists later discovered that the first real computer was developed by the Ancient Greeks long before the fall of the Roman Empire. Of course, the ancient computer was completely analog but served its function as a computer complete with input/output features.

That's not generally how it goes, at least not for long. Generally when someone is intelligent enough to get a machine to work it means they have an (though limited) understanding of mechanical engineering. Because let's face it, a bunch of agrarian-level inhabitants will never be able to get a machine to turn on if they don't even know what powers it let alone how to recreate such a power source. So unless someone in their society happens to be a skilled tinkerer who loves to experiment with all kinds of mechanical things, they'll never get around to getting those machines to work. Of course, such tinkerers are often regarded in agrarian societies as eccentric or crazy people.

I find that exceedingly hard to believe because if a group of people learned how to build and use a tool, by then they will have learned and understood what the tool is mainly because they built it. Now if you took away the "build" factor and only taught them how to use it, then they might never fully understand what they were given.

That is why the Amarr Empress Jamyl Sarum I had her guys build and use new implants from scratch based on the sleep implants they acquired but without the sleeper taint that the originals had. The first users of the sleeper implants did have problems with the sleeper taint, but after much reverse engineering to the point of being able to make an implant from scratch, this made the Templar program successful later on and then Jamyl offered the improved versions of the implants to the rest of the empires. Everything we learn is clunky and slow at first until we later learn how to refine it and make it more effective.

Also, the capsule technology used by Eve capsuleers was given by the Jove Directorate under collaboration with the Ishukone Corporation which wasn't implemented cluster wide until well after all of the trial and errors have worked out the kinks. The Jovians are human as well. Only genetically and technologically advanced since they were the only ones that never lost their technology when the Eve Gate collapsed.

Your just used to the war-torn industrial sectors. I'll take you on a vacay (my treat) show you the finer things in life. Just don't be a weirdo and walk around in your caldari suit. The problem is that you have an art director that very bent on keeping the theme. Would it be impossible for him to design structures in UE4? What's so special about UE3 that stops him from keeping the theme in other engines? Point of this thread is about the possibility of using UE4 engine. You guys seem sidetracked. Unfortunately some would rather derail the thread so people are not thinking about the fact that the game could be better.
I want the game to be better. Hell, it would be great if Dust was ported over with UE4.

The Gallente-Caldari War ended about 100 years ago. We had tense standoffs and a conflict over Caldari Prime recently, but nothing major beyond that except for FW battles in low-sec systems. But those are largely fought by Eve capsuleers and Dust mercenaries.
As for Sansha's Nation, the Eve capsuleers seem to be doing alright at keeping Sansha at bay despite the recent emergent threat posed by the Drifters and Circadian Drones entering high-sec space.
